RASCA chooses ECI Telecom for network expansion in Costa Rica

Radiográfica Costarricense, a telecom operator in Central America, has selected ECI’s XDM MSPP solutions. ECI was selected based on its capabilities to offer several key technologies on a single platform – SDH, Ethernet and WDM – in order to assist RACSA with its aggressive expansion efforts in Costa Rica.

Radiográfica Costarricense (RACSA), which provides data, Ethernet, and Internet services in Costa Rica, will expand its network with ECI Telecom’s XDM Multi-Service Provisioning Platform (MSPP). ECI was chosen for its ability to combine SDH, Ethernet switching and WDM on a single, converged platform. The network will be managed by ECI’s LightSoft multi-layer network management system, delivering an end-to-end solution to manage the different equipments, network segments and technologies under one management system. Costa Rican President urges EU not to neglect Central America

In a speech to the House this week, the President of Costa Rica, Óscar Arias Sánchez, urged Europe to support Central America’s efforts to build a peaceful and prosperous society. In particular he called for the association agreement currently under negotiation with the EU to grant favourable trade terms to the region and for arms sales by outsiders to be discouraged. Introducing President Arias, EP President Hans-Gert Pöttering referred to his previous term as President of Costa Rica in 1986-90, when his work for peace in Central America had led to him being awarded the Nobel Peace Prize. He described Mr Arias and his achievements as “a model for the whole world”. The EP, Mr Pöttering stressed, was keen to see the association accord signed and he believed Mr Arias could play a key role in the negotiations. (more…)

World Bank approves $258 mln lending for Costa Rica

The World Bank on Thursday approved a new three-year $258 million lending program for Costa Rica to help improve education, telecoms reform, infrastructure development and tackle climate change.

The program covers lending from August 2008 to December 2010 and includes $65 million in quick-disbursing funds in the event the Central American country is struck by a major natural disaster, such as a hurricane.

“The new partnership strategy for Costa Rica will support key areas of development for the country including competitiveness, disaster management and secondary education.” said Laura Frigenti, World Bank country director. “The strategy includes a combination of traditional and innovative financial instruments, technical assistance and fee for services.”

The World Bank also said it will also help Costa Rica prepare for participation in a new forest carbon fund that could help developing countries earn millions of dollars for protecting and replanting tropical forests.

Costa Rica is one of the first 14 countries to participate in the Forest Carbon Partnership Facility, or FCPC), launched by the World Bank last year as part of global efforts to address climate change caused by deforestation.
